Dark Skinned NPC's generally don't have an effect unless interracial fetish is enabled. When enabled, having sex with dark skinned npc's will increase the player's BBC Addiction. Dark skinned npc's also enable the player to finish interracial sex quests, and interact with certain tattoos, like the once you go black tattoo.
