Although all npcs are technically able to chat with the player, intelligent npc's are the only ones that will actually do so in practice. Mechanics that require the player to appeal to an npc (Trading, Conversation, Begging, Seduction, etc.) tend to work better on intelligent npc's, and embarrassing situations tend to feel worse for the player if there's an intelligent npc around to see it.
